The availability of stadium can be a forum for the people of North Bengkulu in their activities, playing, competing, and learning football. Since the Gelora 45 stadium has changed its function as a city square, currently in the North Bengkulu area there is no stadium available. The construction of this stadium is also stated in the North Bengkulu Regency Regional Regulation No. 11 of 2015 concerning the 2015-2035 North Bengkulu Regency Regional Spatial Plan.

According to BMKG, rainfall in North Bengkulu is included in the high category, if a high intensity of rain is allowed into the field, it can cause disruption of match activities on the field such as puddles that affect the quality of grass and interfere with with with with player activities, so solutions are needed to overcome stadium buildings. It is planned that the stadium building is designed to dispel rain that enters the field. The Retractable Roof approach was chosen as a design approach because this approach is expected to be a solution to heavy rainfall. This approach is applied to the roofs of buildings that can be opened and closed according to local climatic conditions. The shape of the building is based on the basic shape of the roof which is in the shape of a facet 8 to create harmony between the shape between the roof and the façade.
